Bringing Down the Cost of Health Care Coverage

Health insurers providing group or individual coverage must issue to the Secretary a report for each plan year concerning what percentage of total premiums that such coverage expends:

  • On reimbursement for clinical services provided to enrollees under the coverage,
  • For activities that cause improved health care quality.
  • On all other non-claim related costs – including an explanation of those costs and their nature. This excludes State licensing, regulatory fees and taxes. The Secretary will make this report available to the public via the website of the Department of Health and Human Services (pp. 34, lines 8-22).
