		<description>Tax deductions won&#039;t help pay for coverage of those who have an even or negative tax liability already, right?  Is that the intent, or would you want this to be a credit so it would pay such people?  

Could it be a combination credit to a point and deduction after that point? (brainstorming here)

Also, how about people who wouldn&#039;t be able to wait until they file their taxes after the end of the year to afford their coverage?  Could, would, or should they get a tax prebate in such a plan?  Then, if this is the case, how do we make sure the money get spent on healthcare?
